Default check engine light

good day all

my wifes 99 malibu just had its check engine light come on.
is there any way of getting the code without using a code reader( may
be like key on key off sequence)
second when i disconnect the battery and re connect the light is still
on its like the code is still there.

any help would be appreciated

99 model is obd2 compliant...battery disconnect is useless....must use
scanner...auto zone will scan for free
