Chrysler - "Neon Cigar Lighter / Doesn't work." in Cars

Default Neon Cigar Lighter / Doesn't work.

My friend recently purchased a 2000 Neon.
The car seems fine, but when she plugged in a car vacuum to clean the
car, there was no power to the cigar Lighter power outlet.
I checked the fuse panel, but was unable to locate a fuse location for
this outlet.
Would anyone know what fuse panel ID # is for this outlet, and what
size of fuse is required.
Any help, ***istance, or Advice, will be most appreciated.

The fuse may be under the hood in the PDC, black box next to the battery
