Are you tapping the F2 key early enough?

Another option might be, download and burn a boot disk of Ultimate Boot CD,
it has BIOS Tools

Well HP say's that is one of the keys to press.

I Just helped a friend build a machine and had this same problem..follow all
previous directions but use the delete button instead of f keys. this had me
stuck for a few days. hope it works for you
