I used webmin to change the job from a root cron job to an ohmster cron job
as per Noi's recommendation. That seemed to work out well, now I own the file
and can do whatever with it.

[ohmster@ohmster ohmster]$ ls -la /tmp/ftp.list
-rw-r--r-- 1 ohmster admin 0 Jan 4 13:30 /tmp/ftp.list
